The Head Start Program is made up of Head Start Preschool and Early Head Start. Together they provide services to pregnant women and young children, from birth to age five, who come from families that are living below the federal poverty line, are in foster care, or are experiencing homelessness. These programs offer comprehensive services that promote early learning, support health and development, and strengthen overall family well-being.

Head Start is federally funded and locally administered. Local programs collaborate with parents and community providers to shape curriculum and allocate resources in ways that best meet the unique needs of the children and families they serve.

Here’s how it works: The U.S. Department of Health and Human Services (HHS) funds local grantees in all 50 states, the U.S territories, and across Tribal Nations, through competitive grants. Grants go directly to public or private non-profit organizations including community-based organizations, faith-based organizations, and for-profit agencies at the local level. These grantees may operate multiple Head Start programs (sites) at varying locations. There is a Head Start located in every Congressional district.
